* portions of Maryland...Virginia and northeast West Virginia...
  including the following areas...in Maryland...central and 
  eastern Allegany...extreme western Allegany and Washington. In 
  Virginia...Albemarle...Augusta...Clarke...Culpeper...Frederick 
  VA...Greene...Highland...Madison...Nelson...Orange...Page...
  Rappahannock...Rockingham...Shenandoah...Spotsylvania and 
  Warren. In northeast West Virginia...Berkeley...eastern 
  Grant...eastern Mineral...Hampshire...Hardy...Jefferson...
  Morgan...Pendleton...western Grant and western Mineral.
* From 2 PM EDT this afternoon through Monday morning
* expect rain to start across the region early this afternoon from
  southwest to northeast...and overspread the entire area by late
  afternoon. The heaviest rain will occur late this afternoon and
  early tonight...ending from southwest to northeast Monday morning.
  One to three inches of rain will fall on top of saturated soils.
* The heavy rain may cause streams and creeks to overflow their 
  banks. Also...urban areas prone to poor drainage will be 
  susceptible to flooding. As the water works its way into the 
  rivers Monday...river flooding will be possible in the upper 
  Potomac and Shenandoah basins. 
A Flood Watch means there is a potential for flooding based on
current forecasts.
You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
